Public Private Partnerships for the Urban Environment (PPPUE)
Programme Background
Public-Private Partnerships for the Urban Environment (PPPUE) was developed in Uganda in 1994 by the United Nations Development Programme (UNDP), as part of a global PPPUE strategy, following recommendations from the Rio Earth Summit in1992.
The PPPUE initiative was set-up to increase the access of the urban poor in developing countries to basic urban services, such as waste disposal, water, sanitation and energy services, through the promotion of public-private partnerships (PPP). Through working together, local government, business and civil society can pool their resources and expertise to develop the most sustainable and mutually beneficial services in order to improve the living conditions of the urban poor.
PPPUE Uganda was funded by UNDP for 2 years (2002-2004) during which time LEU piloted a number of PPP projects in 6 urban/peri-urban areas in Uganda.
Programme Objectives;

Support partnerships between government, business and civil society

Develop sound policy frameworks for private sector participation in local services

Strengthen managerial, technical and organizational ability of municipalities to conduct PPP (public-private partnership) development

Help to introduce environmentally sound concepts, practices and technologies and

Generate employment, training opportunities and lessons for the benefit of urban dwellers in developing countries
Programme Activities
Living Earth Uganda (LEU) provided the overall management and technical support for the PPPUE initiative in Uganda. This involved:

Encouraging the expansion of PPPUE within the Local Authorities and communities.

Promoting the PPPUE approach to donor agencies and the private sector to support the expansion of activities.

Developing participatory training materials with Local Authorities and communities.

Coordinating seminars and workshops among local partners.
Programme Outputs
Early findings from the PPPUE initiative suggested that there have been significant benefits for mid-level organisations, however few activities were targeted towards the poorest communities in the participating municipalities. It was noted that many community groups and emerging small businesses, particularly from the poorest disadvantaged areas, were prevented from involvement because of organisational and capacity weaknesses and a perceived lack of credibility in entering into contracts.
Therefore LEU set up the Urban Livelihoods Project (ULP) to directly address this problem and the specific needs of the poorest communities in the six municipalities.
