Kampala Integrated Environmental Education Project (KIEEP)

Project Background
In partnership with the UK Department for International Development and Shell Uganda Ltd, Living Earth Uganda implimentented the Kampala Integrated Environmental Education Project (KIEEP) in August, 1999. During a scoping study for this project carried out in November 1998 a number of issues were raised regarding environmental education provision in Uganda. These included;

  • Environmental education materials were not meeting the specific requirements of the new primary curriculum.

  • They related to national and generic environmental issues rather than providing the information required to enable people to resolve local problems.There was also limited co-ordination between environmental and educational organisations at a city level.

  • There were no city-wide environmental education strategies or action plans.

  • There was a also a lack of both capacity and resources at the city level required to develop and implement such strategies.

  • While the private sector has played the role of donor to a variety of projects, it has not worked in partnership with communities.

Project Objectives
The main objective of this programme was to address the above issues, promoting poverty alleviation through improved management of the urban environment of Kampala, Uganda.

This objectives were met in these ways:

  • by the development of education materials which are suited to the local communities. by facilitating partnerships between the private sector, NGOs, communities, and local and national governments

  • by working with the Uganda Manufacturers Association (UMA) to establish a forum to develop and promote sustainable development in the Ugandan business community.

Project Activities and Outputs
The KIEE project involved 150,000 school children, 20 communities at local council grass roots level (approximately 100 families per community) and 30 large and medium sized businesses in Kampala. A working partnership, was developed between Kampala City Council (KCC), the NGOs and the private sector.

The sustainable development forum provided practical examples of how businesses in sub-Saharan Africa can define and implement sustainable development initiatives.

Project Outputs
Establishment of the Living Earth Uganda Office and Core Staff.
The development of the Living Earth Uganda staff included training in participatory methodologies.

Planning and Capacity Building
LEU staff carried out research drafting integrated environmental education strategies and action plans for Kampala. Living Earth worked with KCC officials (Education and Environment Officers and Inspectors), as well as private sector entities and NGOs operating in Kampala to develop their capacity for implementing their environmental education action plans.

Schools
Environmental education resource materials, which are specific to Kampala, were developed. Environmental Education primary teachers were offered training in the use of new materials and teacher handbooks /curricula guides were available to all environmental education primary teachers (a minimum of one per school). In order to provide teacher training and support.

Partnerships
A Partnerships handbook was published and 20 local partnerships were established and facilitated.
